My Lord,
With reference to Your Lordship's circular despatch of the 19th September, 1919, I have the honour to enclose for your consideration a copy of a minute by the Superintendent of Imports and Exports regarding the importation of dye-stuffs into Hongkong.
For the reasons given in the enclosure I should be glad if you would grant me permission to cancel the present restrictions on the import of dyestuffs into the Colony.
